Tests now work consistently on Chrome, so it makes sense to run them when PRs are created (they only take 10 mins or so). This workflow lets us do that. We can also use it to run tests with one specific device, which would help for debugging specific devices (Firefox seems to be flaky on the CI but not sure why yet).
This also makes the overnight run not fail-fast, so we can see which devices have problems.
